REGULAR SCHOOL BOARD MEETING | SEPTEMBER 15, 2026

The meeting opened with pledges of allegiance led by Jeremiah Teller from Goddard Junior High.

DISTRICT REPORTS

BOND 2023 UPDATE

Budget Status

Projects currently under budget:

• Lone Star Trails Elementary
• Original MAP Campus
• Original Lamar Campus
• New MAP
• Lee Freshman HS
• Existing Midland High School

Projects over budget: None

Milestones – Next 6 Months

Thomason & Avalon Road Work: Construction has begun.

Encore Academy: Construction expected to begin in October; currently bidding.

Package 9 – Abell & San Jacinto: Construction begins in November.

Package 3: Complete work at Emerson, General Franks, Travis, Parker, Sam Houston, South and Police Department by January 2027.

Ongoing: Construction continues at Goddard, Midland Freshman, Alamo, San Jacinto, and Abell.

Package 02 – Two New High Schools

Midland Lee High School: 43% complete and ahead of schedule, with glass, sheetrock and brick installation underway. Thomason and Avalon road construction is expected to begin in September following utility relocations. Wadley Road expansion remains in design.

Midland High School: 29% complete and on schedule. Energy Transfer has completed the relocation project, and Lee Lewis now has access to the easements. The project remains on schedule for its original completion date.

Package 03 – Group A Elementary Renovations

GMP 1: Restroom replacements, ADA upgrades, fire suppression and hallway flooring are complete at the majority of campuses.

GMP 2: Security vestibules at General Franks and Sam Houston are under construction, and Police Department renovations at MAP are underway.

Package 04 – Middle School Renovations

Goddard Middle School & Midland Middle School: Summer work is complete, including a temporary kitchen, eight restroom replacements and temporary walls at the stage and cafeteria. Construction continues with MEP work inside the new classroom addition and concrete installation at Midland Middle School. Completion remains scheduled for December 2027.

Package 05 – Alamo Middle School

Concrete structure work for the addition and fire suppression installation are underway.

Package 05-A – Alamo & Abell Multi-Purpose Buildings

Both campuses are in the closeout phase.

i-READY BEGINNING OF YEAR DATA

The District provided a comprehensive overview of beginning of year i-Ready data.

RECRUITMENT AND RETENTION

Trustees heard the annual update on recruitment and retention.

MIDLAND ISD CHILD NUTRITION SERVICES DEPARTMENTAL REPORT

The Board of Trustees heard the annual update on the Midland ISD Child Nutrition Services Department.

SPECIAL EDUCATION STRATEGIC PLAN

The District provided a quarterly report on the Special Education Five Year Strategic Plan and systemwide improvements.

ACTION ITEMS

2026-27 CAMPUS IMPROVEMENT PLANS

The District presented 2026-27 Campus Improvement Plans (CIP) in accordance with Board Policy BQ(LOCAL). No action needed to be taken during this meeting.

RESOLUTION CERTIFYING COMPLIANCE WITH TEC §11.05 AND 28.0022(H)

The Board of Trustees voted to approve a resolution certifying compliance with TEC §11.05 and 28.0022(h) regarding prohibitions on diversity, equity, and inclusion (DEI) duties and authorize the Superintendent to submit the required annual certification to the Texas Education Agency.

APPROVAL OF CSP #27-69 FOR SAN JACINTO AND ABELL MIDDLE SCHOOLS

Trustees voted to approve CSP #27-69 for Bond Package #9 for San Jacinto and Abell Middle Schools, as presented.

2026-27 TAX RATE

The Board of Trustees voted to approve the 2026-27 tax rate, as presented.

BUDGET AMENDMENT #2

Trustees voted to approve an amendment to the 2026-27 budget. 

AUTHORIZATION OF THE SALE OF “BONEYARD” PROPERTY LOCATED AT 200 W. LOOP 250 NORTH

Trustees voted to approve a resolution related to the sale of the “Boneyard” property located at 200 W. Loop 250 North.

ESTABLISHING A JJAEP WITH MIDLAND COUNTY

The Board voted to authorize the Board President and Superintendent to contact the Juvenile Justice Board, Midland County, and other interested entities to schedule a meeting to discuss establishing terms related to an MOU for the operation of a JJAEP.

SUPERINTENDENT’S EVALUATION TIMELINE, TEMPLATE, AND EVALUATION CRITERIA

The Board voted to approve the Superintendent’s evaluation timeline, template, and evaluation criteria for the 2026-27 school year in accordance with Board Policy BJCD(LOCAL).

NEXT MEETING

The next regular monthly meeting is scheduled for Tuesday, October 20, 2026 at 5:30 p.m. at Bowie Fine Arts Academy.
