PUBLIC HEARING

PUBLIC HEARING ON TURNAROUND PLANS BASED ON THE 2023 ACCOUNTABILITY RATINGS

A public hearing was held for the turnaround plans for Bunche Elementary, De Zavala Elementary, Lamar Elementary, and Scharbauer Elementary. Following the hearing, the Board voted to approve all turnaround plans.

BUDGET & PUBLIC HEARING

A public hearing was held to review the building blocks of the proposed 2025-26 budget.

 

The board will take action on the tax rate for tax year 2025 in September, once the Texas Education Agency (TEA) establishes the district's maximum compression rate. 

 

The total budget of $508,161,393 represents approximately $386.09 million in the general fund, $104.57 million for debt service, and $17.49 million for food services.

DISTRICT REPORTS

BOND 2023 UPDATE

The board heard an update on project progress that included information on the new elementary school and high schools, elementary and middle school renovations, safety and security, the Midland Freshman campus site improvements, and Packages 08 and 09.

 

Package 01 - Lone Star Trails Elementary:

Construction is currently 80% complete and remains on track for completion in August of 2025. The roofing, metal studs, drywall, and elevator installation are complete. Terrazzo flooring is approximately 40% complete, and cabinet installation is at 50%. Furniture delivery is scheduled for July 7.

Package 02 - Two New High School Campuses:

New Legacy High School

The design development is complete, and construction documents are now 70% complete. Design and coordination for Avalon Drive and Thomason Drive are ongoing. The district held the Bid/GMP review on June 17. The next FFE meeting is planned for September, and pilot furniture has been ordered and is on track for installation this summer. The design for the softball and baseball fields has been finalized, including bullpens and batting tunnels. The groundbreaking ceremony will take place on June 25 at 8:30 a.m. off Avalon Drive. The campus is scheduled to open in August 2028.

 

New Midland High School:

Clubhouse asbestos removal and demolition are complete, and tree salvage/relocation is complete. Construction documents are 70% complete, and the Wadley Ave expansion design is in progress. The district held the Bid/GMP review on June 17. The next FFE meeting is planned for September, and pilot furniture has been ordered and is on track for summer install. Softball and baseball field design has been finalized with bullpens and batting cages. Graphics package design has started, and landscape design and tree counts are finalized. The process of moving select CTE equipment from existing campuses has begun. The groundbreaking ceremony will take place June 26 at 8:30 a.m. at 1600 E. Wadley Ave. The campus is scheduled to open in August 2028.

 

Package 03 - Elementary School Reno Group A:

GMP #1 was approved for fire sprinkler work to occur this summer. Fire sprinkler work is underway on six campuses, with target completion before school starts. The approved STB is well within budget, with costs well below the target budget. Summer 2025 is the targeted completion for Construction Document Phase 2. Phase 2 renovations and entry additions are scheduled for completion by fall 2026 at Emerson, Franks, Sam Houston, Parker, South, and Travis Elementary Schools.

 

Package 04 - Middle School Reno Group A: Current Goddard Junior High School

The Construction Document Phase is 100% complete. Portable relocation is also 100% complete, and asbestos abatement is on track for completion before the start of the school year. A pre-construction meeting was held on June 18, and bids are scheduled to open July 8. May 2027 is the estimated completion.

Midland Middle School

The Construction Document Phase has reached 100% completion, with additional documentation for spring 2025 also finalized. Asbestos abatement is scheduled to take place during the summer of 2025. The overall project is on track, with an estimated completion date of May 2027.

Package 05 - Middle School Reno Group B:

The Construction Documents are currently 95% complete, with asbestos abatement underway. Portable building relocation is complete, and sidewalks poured. The Annex Building pre-construction meeting was held on June 19.

Package 06 - Safety:

The project is currently in the closeout phase. All Texas Department of Licensing and Regulation (TDLR) inspections have been successfully passed. Camera installations and door access control systems have been completed along with the installation of new doors and secure vestibule storefronts featuring intruder-resistant film. Radio licenses have been obtained, and the central repeater tower has been completed. Final punch-list items are in progress and nearing completion.

 

Package 08 - Elementary School Renovations Group B:

Santa Rita Elementary, Bush Elementary, Scharbauer Elementary, and De Zavala Elementary have completed scope-to-budget alignment and schematic design. The Design Development phase is currently 75% complete, and the construction schedule is being finalized. Drive and parking improvements at Santa Rita Elementary are already underway, with completion targeted for Summer 2025.

 

Package 09 - Middle School Renovations Group C:

San Jacinto Middle School and Abell Middle School are progressing with initial site surveys, STB submittal, and schematic design, currently 25% complete. Geotechnical borings are complete at both sites. The Abell annex building pre-construction meeting was held on June 19, and Abell flooring is underway with an estimated completion date of June 27.

2024-25 PRELIMINARY STAAR PERFORMANCE

The board heard the preliminary summary of STAAR scores. Highlights included:

 

Reading Language Arts (Grades 3–8):

  • 4 out of 6 grades improved, with the largest gain in 8th grade (+5%).
  • 5th and 7th grades remained unchanged.

 

Math (Grades 3–8):

  • Gains in 5 of 6 grades; strongest in 4th grade (+4%).
  • 5th grade declined by 5%.

 

Science & Social Studies:

  • 8th grade Science increased by 2%.
  • 5th grade Science (-1%) and 8th grade Social Studies (-2%) declined.

 

End-of-Course (EOC) Exams:

  • Biology (+4%) and U.S. History (+2%) showed improvement.
  • Algebra I dropped slightly (-1%).
  • English I and II declined by 3% and 5%, respectively.

TURNAROUND PLANS

Trustees voted to approve the turnaround process, which includes the 2025-26 turnaround plans for Bunche and De Zavala as well as the updated turnaround plan modifications for Lamar and Scharbauer. 

2025-26 BUDGET

Trustees voted to approve the proposed 2025-26 budget.

FINAL BUDGET AMENDMENT

Trustees voted to approve the 2024-25 Final Budget Amendment.

GUARANTEED MAXIMUM PRICE #1 FOR BOND PROGRAM PACKAGE #2

Trustees voted to approve the Guaranteed Maximum Price #1 amendments for New Legacy High School and New Midland High School to secure Earthwork, Concrete, Masonry, Metals, Roofing, Openings, Finishes, Elevators, Fire Suppression, Plumbing, Electrical, and Site Utilities materials and trades for 2023 Bond Program Package #2 – 2 New High Schools.

COMPETITIVE SEALED PROPOSAL # 24-278

Trustees voted to approve the construction of a walking/running track at Ben Milam International Academy.

CONTINGENT FEE LEGAL SERVICES AGREEMENTS

Trustees voted to approve the adoption of legal services contracts.
