DISTRICT REPORTS

BOND 2023 UPDATE

The board heard an update on project progress that included information on Lone Star Trails Elementary School and the two new high schools, elementary and middle school renovations, safety and security, the Midland Freshman campus site improvements, and Packages 08, 09, 10, and 11.

 

Package 01 - Lone Star Trails Elementary:

Construction is currently  is 97% complete, with substantial completion scheduled for August 13, 2025. Terrazzo flooring is complete, and approximately 60% of furniture has been delivered. Parking lots and drives are 90% complete, and the installation of playgrounds and shade sails is currently in progress. Technology installation is underway, and landscaping began on July 14.

Package 02 - Two New High School Campuses:

Project completion is scheduled for August 2028. Construction documents are 90% complete. Wadley, Avalon, and Thomason Drives are under design. GMP #1 has been approved, and GMP #2 is scheduled for August approval. Pilot furniture installation is scheduled for August 4. Contractors have mobilized and are actively working on both sites. The graphics package design has begun, and landscape design is being finalized.

 

Package 03 - Elementary School Reno Group A:

Fire sprinkler work is nearing completion and scheduled to wrap up by August 4. Phase 2 Construction Documents are 75% complete, with targeted completion in August 2025. Phase 2 construction—including renovations and entry additions—is scheduled for completion by fall 2026 at Emerson, Franks, Houston, Parker, South, and Travis Elementaries. Fire sprinkler, new ceilings, and lighting work are underway on six campuses, with target completion on August 4. Costs remain well below the target budget.

Package 04 - Middle School Reno Group A:

The Construction Document Phase is 100% complete. Portable relocation is also 100% complete, and asbestos abatement is completed. A pre-construction meeting was held on June 18, and bids are scheduled to open July 8. May 2027 is the estimated completion.

Package 05 - Middle School Reno Group B:

The Construction Documents are currently 95% complete, with asbestos abatement underway. Portable building relocation is complete, and sidewalks poured. The Annex Building pre-construction meeting was held on June 19.

Package 06 - Safety:

The project is currently in the closeout phase. All Texas Department of Licensing and Regulation (TDLR) inspections have been successfully passed. Camera installations and door access control systems have been completed along with the installation of new doors and secure vestibule storefronts featuring intruder-resistant film. Radio licenses have been obtained, and the central repeater tower has been completed. Final punch-list items are in progress and nearing completion.

 

Package 08 - Elementary School Renovations Group B:

Santa Rita Elementary, Bush Elementary, Scharbauer Elementary, and De Zavala Elementary have completed scope-to-budget alignment and schematic design. The Design Development phase is currently 75% complete, and the construction schedule is being finalized. Drive and parking improvements at Santa Rita Elementary are already underway and 99% complete. Total project completion is scheduled for summer 2028.

Package 09 - Middle School Renovations Group C:

San Jacinto Middle School and Abell Middle School are progressing with initial site surveys, STB submittal, and schematic design, currently 25% complete. Geotechnical borings are complete at both sites. Abell annex building construction will start soon, with completion scheduled for a January 2026 return to school. Abell flooring has been completed, and full project completion is scheduled for fall 2028.

PKG10 – Elementary School Renovations Group C:

Chapman Harvey Architects (Lubbock) were selected last month. Initial site surveys took place last week. Scope to budget submittal and schematic design are beginning. Full project is targeting completion by fall 2028.

 

PKG11 – Elementary School Renovations Group C:

Site visits and scoping walkthroughs are currently being scheduled. Full project is targeting completion by fall 2028.

STRATEGIC PLAN QUARTERLY UPDATE #6

The district’s update highlighted how Midland ISD’s Strategic Planning Oversight Committee (SPOC) is evolving in year three of the district’s Strategic Plan. Now fully aligned with Board Goals A–D, the plan remains grounded in three pillars: Student Experience, Grow and Develop Staff, and Engage and Act.

 

Key refinements to the SPOC process include a reduction in the number of initiatives from 28 to 24, assignment of new Initiative Owners and Executive Sponsors, and updated metric reporting in line with board policy. SPOC meetings follow a structured format with initiative presentations, real-time committee feedback, and a voting system to determine progress levels.

 

An example of improved efficiency was shared through the consolidation of Initiatives 4.1 and 4.2, now jointly owned by School Leadership and Guidance and Counseling. Metrics show a 51% decrease in mutual combat incidents since 2021–22 and a 40% year-over-year increase in campuses implementing MTSS-B with fidelity.

 

The first SPOC meeting of the 2025–26 school year is scheduled for August 21, and the next quarterly board update will be presented in October.

TAX COLLECTION & PROPERTY VALUE REPORT

The Board heard the annual report on current and delinquent tax collections from MVBA, the district’s delinquent tax attorneys, along with an update on certified property values from the Chief Appraiser with Midland Central Appraisal District.

TIMELINE TO PROVIDE DISTRICT AND ACCOUNTABILITY RATINGS

The superintendent provided the timeline for reporting district and campus accountability ratings to the Board, parents, and community. 

ACTION ITEMS

2025-26 DISTRICT IMPROVEMENT PLAN

Trustees voted to approve the 2025-26 District Improvement Plan.

2025-26 STUDENT CODE OF CONDUCT

The board voted to approve the 2025-26 Student Code of Conduct.

PURCHASE OF ATTENDANCE CREDIT

Midland ISD has been designated as a Chapter 49 district for the 2025–26 school year and must submit an Agreement for the Purchase of Attendance Credit to TEA. The board voted to approve delegating contractual authority to the Superintendent, as required, to complete this process. This has been an annual process since the district became property wealthy in the 2013-14 school year.

ORDER TO AUTHORIZE AND DEFEASANCE & REDEMPTION

Trustees voted to approve the order to authorize and provide the defeasance and redemption of certain outstanding debt obligations.

PARTICIPATION OF NON-ENROLLED STUDENTS IN UIL ACTIVITIES

Trustees voted to approve the resolution to opt out of participation of non-enrollees in UIL activities.

LEGAL REPRESENTATION IN OIL AND GAS AND CONSTRUCTION RELATED MATTERS

Trustees voted to approve the request for legal representation in oil and gas and construction related matters.
