REGULAR SCHOOL BOARD MEETING | FEBRUARY 17, 2026

PLEDGE LEADERS

The meeting opened with pledges of allegiance led by Hannah Rasmussen and Carter Smith, students from General Tommy Franks Elementary.

PUBLIC HEARING

2024-25 ANNUAL PERFORMANCE UPDATE

The Board of Trustees held a public hearing to discuss the district's annual report. This is a requirement by the Texas Education Code Chapter 39. This information can be found on the TEA website, Midland ISD website, and individual campus websites.

 

The six components that make up the 2024-25 annual performance report and were reported were district accreditation status, campus performance objectives, violent or criminal incidents, student performance postsecondary institutions, 2024-25 Texas Academic Performance Report (TAPR), and PEIMS Financial Standard Report.

 

The Texas Annual Performance Report (TAPR) comprises the main part of the district's annual performance report. It pulls together a wide range of information on student performance disaggregated by student groups, including ethnicity and socioeconomic status. The report also provided information on school staff, programs provided, and student demographics.

DISTRICT REPORTS

 

BOND 2023 UPDATE

Package 02 – New High Schools Update

Design is 100% complete for both campuses. Midland High School construction is approximately 10% complete and remains on schedule, with utilities and sitework continuing, and approximately 20% of concrete slabs in place, and approximately 5% of concrete walls in place, and steel in place. An Energy Transfer is working on a survey. Midland Lee High School construction is approximately 17.9% complete and ahead of schedule. Crews are placing slabs, with approximately 50% of concrete slabs, 20% of concrete block walls, and 25% of the steel structure in place. For roads and utilities, Avalon & Thomason utility work is scheduled to begin, Avalon & Thomason roadway design is underway, and Wadley roadway design is also in progress.

 

Package 03 – Elementary Renovations (Group A)

Under GMP 2, design is approximately 100% complete, and overall construction progress is approximately 24% complete. GMP 1 fire sprinkler work is complete across all campuses, with remaining installations at Lamar, Long, and Sam Houston, as well as gym areas at other campuses, scheduled for summer 2026. GMP 2 includes security vestibule additions at General Franks, Sam Houston, and Lamar, planned to begin by March 2026, along with exterior maintenance and restroom renovations across campuses this summer.

Package 04 – Middle School Renovations (Goddard Middle School & Midland Middle School)

Design is 100% complete, and construction is approximately 10% complete. The building site has been cleared. Parking and drop off land installation is underway. Cerris mobilized in December 2025, and the initial phases include new classrooms, a new administration area, and a new parking area. Future phases will address kitchen renovations and existing classroom renovations. The project is anticipated to be completed in December 2027.



Package 05 – Middle School Renovations (Group B: Alamo Middle School)

Design is 100% complete, and construction is scheduled to begin in March 2026—anticipated completion in spring 2028.

 

Package 05A – Middle School Multi-Purpose Buildings (Alamo & Abell Middle Schools)

Design is 100% complete, and construction of the Multi-Purpose Building is underway at both campuses. Anticipated completion is scheduled for March 2026.

 

Package 08 – Elementary School Renovations

Overall, design is approximately 80% complete, and construction is approximately 3.5% complete. Phase 1 work at Santa Rita Elementary, including the drop-off drive, is 100% complete. Phase 2 construction documents are 95% complete, with full completion early spring 2026. Construction bids are planned for spring 2026, with construction scheduled to begin summer 2026 and anticipated completion in fall 2027.

 

Package 09 – Middle School Renovations (Group C)

Design is approximately 35% complete. Phase 1 flooring upgrades were completed in summer 2025. Phase 2 schematic design is 100% complete, and the project is currently in the design development phase. Construction documents are scheduled for completion in summer 2026, with bids planned for late summer 2026. Construction will begin fall 2026, with anticipated completion in fall 2028.

 

Package 10 – Elementary School Renovations (Group C)

Design is approximately 25% complete and the project is currently in the design development phase. Construction documents are scheduled for completion in spring 2026, with construction bids planned for early 2027. Construction is set to begin in summer 2027, with anticipated completion in fall 2028.

 

Package 11 – Elementary School Renovations (Group C)

Design is approximately 11% complete, with early site or preparatory work at approximately 5% complete, and the project remains in the early design phase. Construction documents are scheduled for completion in fall 2026, with bids planned for early 2027. Construction will begin in summer 2027, with anticipated completion in fall 2028.

ANNUAL MIDLAND EDUCATION FOUNDATION REPORT

Trustees heard the annual Midland Education Foundation report that includes financial and programmatic data for 2025.

2025-26 LOCAL IMPROVEMENT PLANS

The Board of Trustees heard an overview of the 2025-26 Local Improvement Plans for General Tommy Franks Elementary, Pease Communications & Technology Academy, Alamo Junior High School, and Legacy High School.

STRATEGIC PLAN QUARTERLY UPDATE #8

The quarterly informational report provided details regarding the Strategic Planning Oversight Committee, known as SPOC. This report provided an update on initiatives from both the Student Experience and Grow and Develop Staff pillars of the district's Strategic Plan.

EARLY CHILDHOOD LITERACY AND MATH

An update on middle-of-year progress towards academic goals for Pre-K was presented.

ACTION ITEMS

BUDGET AMENDMENT #7

The Board of Trustees voted to approve the Budget Amendment #6, as presented.

TEMPORARY WORKING SPACE EASEMENT

The Board of Trustees voted to approve authorizing the Superintendent to execute an Easement for Temporary Working Space with Oncor Electric Delivery Company, LLC, as presented.

ADMINISTRATOR/PROFESSIONAL CONTRACT RENEWALS

The Texas Education Code (TEC) mandates that the Board determine whether contracts should be renewed or terminated upon their expiration. The district recommended that the administrators/professional contracts presented as outlined be approved, and the Board voted to approve the contracts.

SENATE BILL 11 RESOLUTION

The Board of Trustees voted to not adopt a resolution contemplated by Texas Education Code § 25.0823(a-1).

2025-26 TARGETED IMPROVEMENT PLAN FOR IDEA TRAVIS

The Board did not approve the 2025-2026 Targeted Improvement Plan for IDEA Travis.

INVITATION FOR COMPETITIVE BID

Trustees voted to approve IFCB (Invitation for Competitive Bid) 260007226 Category 2: Abacus for Aruba access points with a five-year licensing agreement, services, parts, and supplies, as presented.

COMMUNITIES IN SCHOOLS (CIS) FOR THE 2026-27 SCHOOL YEAR

The Board voted to approve the Memorandum of Understanding, as presented.

SCHOOL BOARD ATTORNEY CONTRACT

The Board discussed and voted to approve action on adoption of a flat fee legal services contract with O’Hanlon, Demerath & Castillo, LLC.

SOUTH ELEMENTARY

The Board voted to approve authorizing Midland ISD to establish a School Action partnership with Third Future Schools for South Elementary for the 2026–2027 through 2028–2029 school years.

CAMPUS REPURPOSE PLAN

A. Trustees voted to approve the closure of Lamar Elementary as a neighborhood campus and authorized repurposing as the district-wide Midland Alternative Program. 

B. Trustees voted to approve a resolution authorizing the initiation of the sale of district-owned property located at 2101 W. Missouri Ave. 

C. Trustees voted to approve the boundary adjustments, effective for the 2026-27 school year, as presented.
