SCHOOL BOARD MEETING | NOVEMBER 19, 2024

PLEDGES OF ALLEGIANCE

The meeting opened with pledges of allegiance led by students from Parker Elementary.

RECOGNITIONS

It was an evening of fantastic recognition as MISD students were honored for placing in the city-wide Fire Prevention Poster competition and the Christ Church Anglican's Festival of St. Francis Art Contest. The Midland High School Football Team was recognized for receiving the Judge Pat Baskin Family Volunteer of the Year Award and for being named the Association of Fundraising Professionals Permian Basin Chapter Outstanding Youth in Philanthropy. Jones Elementary was recognized for being named the Summit K12 Elementary Campus of the Year, and South Elementary was recognized for receiving the Marzano Level 1 Certification.

DISTRICT REPORTS

BOND 2023 UPDATE

The board heard an update on project progress that included information on the new elementary school and high schools, elementary and middle school renovations, safety and security, the Midland Freshman campus site improvements, Packages 8 and 9, and community engagement.

 

Highlights include:

Lone Star Trails Elementary is currently 17-20% complete and is still on track to open in August 2025. The underslab utilities are complete, and the ground slab has been placed. Steel erection is currently underway.

The schematic design phase of the new high schools is complete, and the project is still on track for an August 2028 completion. An update on the virtual T.I.N.A. experience was given, and design development is 35% complete with an anticipated completion date of early December.

 

Floor plans for Lamar Elementary, Sam Houston Collegiate Preparatory Elementary, and General Tommy Franks Elementary designs were shown. These campuses will be receiving secured vestibules as part of this work. The completion of these projects is on track for August 2026.

Renderings of the Middle School Group A package, Goddard Junior High and Midland Freshman, were presented. The project is in the design development phase, and construction is expected to be complete by August 2026.

Entrance of the current Midland Freshman campus to be converted to the 5th middle school for MISD. Midland Middle School is not the official name of the campus. This name is being used as a placeholder to identify the campus for the time-being.

The elementary safety package is also well underway, with 60% of the work completed. Camera installation is progressing and is still on track to be completed by March 2025. The district-wide radio repeater system will be complete in the spring of next year.

 

The sitework at the current Midland Freshman campus is nearing the end of construction with 80-90% of the work complete.

 

The elementary school renovations at Santa Rita, Bush, Scharbauer, and De Zavala elementaries (Package 8, Group B) are underway, with site visits and initial meetings currently taking place. MWM Architects was selected for this package earlier this year.

Community engagement continues to be a top priority of Bond 2023 work. Over the past month, there has been ample promotion and community engagement surrounding the virtual walk-through experience of the two new high schools and Lone Star Trails Elementary. The district was proud to host Pfluger Architects and their Test. Immerse. Navigate. Analyze (otherwise known as TINA) virtual experience the week of October 28 (pictured).

 

During this time, the MISD Communications Department hosted multiple events throughout the week for students, parents, community members, community partners, and board members to view the renderings of the new high schools in an immersive, virtual experience.

The campus webpage for Lone Star Trails Elementary is live on MidlandISD.net, and social media accounts for the campus are now active. The district is proud to announce that Betenbough Homes has graciously committed to being the first official community partner for Lone Star Trails Elementary and will also extend their reach as a partner to General Tommy Franks Elementary. MISD is excited to continue to foster this relationship with Betenbough and thank them for their support of MISD schools. 

 

The Bond Advisory Committee will convene for its fifth meeting since the passage of the 2023 school bond on November 20.

ACTION ITEMS

ACADEMIC UPDATE

The board voted to revisit the report on Goal Progress Measure 1.3 related to K-2 mClass Reading to be set at a later date.

 

This presentation shared with the board provided an update on Goal Progress Measure (GPM) 1.3, focusing on the percentage of students reading on grade level in kindergarten through second grade, with the first baseline data reported from this year’s mCLASS assessment. The mCLASS assessment, used three times yearly for kindergarten through second grade, identifies student literacy needs, and early data shows 58% of students are currently on or above grade level, with a year-end target of 61%.

 

The district will continue supporting teachers through structured literacy instruction and targeted professional learning, along with continuing to foster family engagement. The district plans to revisit GPM 1.3 progress with the Board of Trustees in March with middle-of-year data now that a baseline has been established.

ANNUAL COMPREHENSIVE FINANCIAL REPORT

The board voted to approve the Annual Comprehensive Financial Report.

 

Eide Bailly LLP. was used as the district's external auditor, and the report concluded no findings for the sixth consecutive year. The district is proud to continue its track record of good financial standings.

The board voted to postpone the vote of the consent agenda until a later date to be determined.

NEXT MEETING

The next regular monthly meeting is scheduled for 5:30 p.m. December 17, at the Bowie Fine Arts Academy auditorium, located at 805 Elk Ave. (Enter from "A" Street.)
