Appointment to TEXAS Fellowship Advisory Board reflects district’s commitment to developing strong leaders

April 6, 2026 — Midland ISD continues to expand its commitment to developing strong educational leaders through strategic partnerships and forward-thinking talent pipeline initiatives. As part of this work, Midland ISD Superintendent Dr. Stephanie Howard has been invited to serve on the Advisory Board for the TEXAS Fellowship, a statewide initiative led by Texas Tech University focused on advancing research-driven education policy.

The TEXAS Fellowship is a one-year, project-based program designed for emerging and mid-career professionals across education, civic, and community sectors. Through a combination of learning, dialogue, and real-world application, the fellowship develops a network of leaders dedicated to advancing informed, effective, and research-driven education policy across Texas. Participants engage in hands-on policy experiences, including site-based placements and a capstone Policy Impact Project that addresses real challenges within the Texas education system.

The program model includes monthly virtual learning sessions focused on current policy issues, implementation practices, and translating research into action. Fellows also participate in applied policy experiences with organizations such as school districts, education service centers, nonprofits, advocacy groups, and state agencies. In-person milestone meetings held throughout the year provide opportunities for legislative engagement, collaboration, and presentation of policy solutions. In addition, fellows work within structured groups to strengthen leadership capacity through peer learning, mentoring, and cross-sector problem-solving.

Dr. Howard’s invitation to serve on the Advisory Board reflects Midland ISD’s growing role in shaping both local and statewide educational leadership. In this capacity, she will provide strategic guidance to support the fellowship’s development, ensuring it builds a strong network of leaders committed to improving outcomes for students across Texas.

This opportunity aligns closely with Midland ISD’s ongoing work to strengthen the talent pipeline through partnerships with higher education institutions, leadership development programs, and intentional efforts to grow future teachers and administrators from within the district. By connecting local leadership development efforts with statewide policy initiatives, Midland ISD continues to position itself as a leader in preparing educators who are equipped to make a lasting impact.
