PLEDGES OF ALLEGIANCE
The meeting opened with pledges of allegiance led by Legacy Freshman High School students, Rise Sosa and Evan McPeak.

2023-24 ANNUAL PERFORMANCE UPDATE
The Board of Trustees held a public hearing to discuss the district's annual report. This is a requirement by the Texas Education Code Chapter 39. This information can be found on the TEA website, Midland ISD district website, and individual campus websites.
The six components that make up the 2023-24 annual performance report and were reported were district accreditation status, campus performance objectives, violent or criminal incidents, student performance postsecondary institutions, 2023-24 Texas Academic Performance Report (TAPR), and PEIMS Financial Standard Report.
The Texas Annual Performance Report (TAPR) comprises the main part of the district's annual performance report. It pulls together a wide range of information on student performance disaggregated by student groups, including ethnicity and socioeconomic status. The report also provided information on school staff, programs provided, and student demographics.

SYSTEM OF GREAT SCHOOLS - SCHOOL ACTION UPDATE
The board heard a report on The System of Great Schools (SGS), a statewide initiative led by the Texas Education Agency (TEA) that helps districts enhance student achievement.
Midland ISD joined the System of Great Schools in 2023-24, and the North Star goal was adopted that by 2028, 70% of students in Midland ISD will attend an A or B-rated campus, and the first Quality Seat Analysis (QSA) was developed.
Aimed at providing more high-quality education options for students, SGS involves: strategic planning to transform underperforming schools or create new, high-performing schools; identifying needs through tools like quality seat analysis to ensure that all students, particularly in low-income or underserved areas, have access to excellent education options; and expanding A/B schools, by either improving existing campuses, closing failing ones, or creating new models (such as charter partnerships).
After conducting the Quality Seat Analysis (QSA) and annual school plan, Bunche and De Zavala elementaries were identified as campuses to participate in the program. Bunche will follow the College and Career pathway and De Zavala will follow the STEM pathway.
The current focus centers around instructional planning, recognizing it as a critical factor in student success. It is essential that all students receive high-quality instruction, as this serves as the foundation for their academic growth and future opportunities.

THIRD FUTURE SCHOOLS PARTNERSHIP
A presentation was given by Third Future Schools. Ultimately, Trustees made a motion and voted to postpone the vote to approve a partnership with the organization to oversee Bonham, De Zavala, Henderson, and Long elementary schools indefinitely. The district will continue to focus its school improvement efforts toward these campuses and looks forward to building upon the positive trends it is showing in student outcomes.

BUDGET AMENDMENT #8
The board voted to approve budget amendment #8, which contains cross-functional transfers of budgeted funds requested to be moved to better support the requestor's campus or department. This budget amendment does revise the revenue accounts slightly due to increased revenue projections.

APPROVAL OF RFP #24-229 WAREHOUSE PRODUCTS
The trustees voted to approve the recommended vendor for RFP #24-229, which was determined to provide the best value to the district for Child Nutrition warehouse product purchases such as beef, fruit, juices, breakfast products, disposable trays, and plastic ware.

GRANT APPLICATION FOR DRONE SURVEILLANCE PROGRAM
The board discussed the district's application for the competitive grant opportunity that would cover the initial purchase, setup, training, and first year of service for two drones and five pilots aimed to enhance the district's ability to identify, deter, and respond to threats with real-time aerial surveillance before officers arrive on scene. Ultimately, Trustees voted 3-3, and the item failed.
