DISTRICT REPORTS

 

BOND 2023 UPDATE

Package 02 – New High Schools Update

Midland High School remains on schedule at 20% complete. Energy Transfer continues pipeline relocation work, with the pipe now placed and backfilled ahead of the scheduled transfer on July 23. Midland Lee High School is ahead of schedule at 35% complete, with glass, sheetrock, and brick installation underway. For roads and utilities, Thomason and Avalon road construction is expected to begin in September, following utility relocations, while the Wadley road expansion remains in the design phase. Both campuses recently hosted Topping Out ceremonies to celebrate project progress.

 

Package 03 – Group A Elementary Renovations

Construction is approximately 48% complete. Under GMP 1 (Phase 1), fire sprinkler installations at MAP, Long, and Houston campuses, along with gym sprinkler work at other campuses, are scheduled for summer 2026, while all other fire sprinkler work is complete. Under GMP 2 (Phase 2), security vestibule additions at Franks and Houston are under construction, DAEP and Police Department renovations at MAP are underway, and exterior maintenance and restroom renovations are in progress across the package.

Package 04 – Middle School Renovations (Goddard Middle School & Midland Middle School)

Construction is approximately 25% complete. Work is underway at both campuses, with classroom exterior studs and sheathing being installed at Goddard and concrete installation in progress at Midland Middle School. Current phases include new classrooms, a new administration area, kitchen renovations, and new parking areas, with existing classroom renovations to follow. The project remains on track for completion in December 2027. 

 

Package 05 – Group B Middle School Renovation (Alamo Middle School)

Construction is approximately 13% complete. Work is underway on the concrete structure for the classroom addition, and fire suppression system installation is in progress.

 

Package 05-A – Alamo & Abell Multi-Purpose Buildings

Both projects are in the closeout phase, with final punch list items and project closeout activities underway at Alamo and Abell.

 

Package 08 – Elementary School Renovations

Construction is underway across the package. Phase 1 at Santa Rita Elementary is complete, with the drop-off drive asphalt finished. Phase 2 work is in progress, including exterior ADA improvements and fire main installations at the campuses. The project remains on track for completion in the fall of 2027.

 

Package 12 – Storie Middle School & Encore Academy (LHS Conversion)

Phase 1 is currently in the construction document phase, with a pre-development meeting with the City of Midland being scheduled. The project is expected to bid in August, begin construction in October, and complete the Encore Academy in August 2027. Phase 2, the main Storie Middle School renovation, is scheduled from May 2028 through May 2029.

TAX COLLECTION AND PROPERTY VALUE REPORT

The district provided a report on current and delinquent tax collections provided by MVBA and an update on certified values by the Chief Appraiser. This report provided a high-level overview of trends and how they have changed over time.

 

ANNUAL CAPITAL OUTLAY

Trustees heard the annual report for the District's preventive maintenance processes with long-term capital and budget planning.

 

PROJECTED ACCOUNTABILITY RATINGS, SCHOOL IMPROVEMENT, SYSTEM OF GREAT SCHOOLS, AND SCHOOL ACTION FUND

The District provided an update on projected accountability ratings, school improvement efforts, the System of Great Schools (SGS), and School Action Fund (SAF) initiatives. Highlights of the presentation included preliminary performance trends, progress toward expanding high-quality seats, and strategies to strengthen instructional leadership and improve student outcomes.

 

CENTRAL OFFICE ORGANIZATIONAL CHART

Trustees received an update related to organizational charts to provide stakeholders with points of contact at both the campus and district level.

 

STUDENT TRANSFER POLICIES, GUIDELINES, TIMELINES, AND UIL IMPLICATIONS

The Board of Trustees heard a report related to student transfer policies, guidelines, timelines, and UIL implications.

ACTION ITEMS

STUDENT CODE OF CONDUCT

The Board of Trustees voted to approve the 2026-27 Student Code of Conduct.

 

RFP #26-80 SPECIAL EDUCATION PROFESSIONAL SERVICES

Trustees voted to approve RFP #26-80 related to Special Education Professional Services, allowing the District to establish contracts with qualified vendors to supplement district resources, enhance service delivery, and ensure timely and compliant support for students across all campuses on an as-needed basis.

 

MIDDLE SCHOOLS FINE ARTS FACILITIES GRANT APPLICATION

The Board voted to approve the submission of a grant application related to middle school Fine Arts facilities. 

 

ADOPTION OF AN ORDER AUTHORIZING THE ISSUANCE OF MISD UNLIMITED TAX REFUNDING BONDS

The Board of Trustees voted to approve the order authorizing the issuance of unlimited tax refunding bonds. The approach will allow the District to continue saving taxpayers millions in long-term interest costs, maintain its strong financial position, and preserve eligibility for Additional State Aid for Homestead Exemption (ASAHE) by strategically refunding bonds.

 

ORDER AND NOTICE OF NOVEMBER 3, 2026 REGULAR TRUSTEE ELECTION

The Board voted to approve the Order of the November 3, 2026 General Election.

 

LITIGATION CHALLENGING TEXAS FOUNDATION SCHOOL PROGRAM 

Trustees voted to authorize litigation challenging the Texas Foundation School Program under Article VIII, Sec. 1-e of the Texas Constitution.
