Bond Advisory Committee Meeting Recap #5

The Midland ISD Bond Advisory Committee met for the fifth time to hear a report on the status of the 2023 Midland ISD School Bond.

The committee was reminded of their roles and responsibilities and heard reports on construction and project timelines; cost of projects and community engagement efforts.

COMMUNITY ENGAGEMENT

The district aims to keep the Midland ISD 2023 school bond top of mind through continually distributing press releases, media advisories, including information in parent and staff newsletters, and social media posts.

Since the last meeting of the Bond Advisory Committee, the district hosted Pfluger Architects and their Test. Immerse. Navigate. Analyze (otherwise known as TINA) virtual experience the week of October 28. Multiple events were held throughout the week for students, parents, community members, community partners, and board members to view the renderings of the new high schools in an immersive, virtual experience.

Updates to midlandbond2023.com have also been made and include renderings of projects for elementary and middle schools for safety and security, classroom additions, and the new high schools.

The campus website for Lone Star Trails Elementary is now live, and the campus has active Facebook and Twitter pages.

OPERATIONS

PACKAGE 01 - LONE STAR TRAILS ELEMENTARY

Renderings of Lone Star Trails Elementary were presented to the committee along with construction photos.

The project is in the construction stage and is on track to open in August 2025.

PACKAGE 02 - NEW HIGH SCHOOLS

Forty-nine user group meetings have been held since August focusing on design. The design development is set to be completed at the end of this year. User groups provide valuable feedback from teachers, students, departments, community members, and district leadership.

Currently, abatement and demolition is underway at the site of the new Midland High School.

Renderings of the new campuses were shown along with a video.

PACKAGE 03 - ELEMENTARY SCHOOL RENOVATION - GROUP A

Elementary schools included in Package 03 include Emerson, Franks, Sam Houston, Lamar, Long, Parker, South, and Travis. The scope of work included in this package includes adding security vestibules and security improvements, new fire sprinkler systems, accessibility and code updates, and renovations to aging facilities.

Floor plans of the renovations were presented, and construction is expected to begin in the summer of 2025. The schematic design is approximately 20% complete.

PACKAGE 04 - MIDDLE SCHOOL RENOVATION - GROUP A

The current Midland Freshman High School and Goddard Junior High School make up Package 04. The scope of work included in this package includes a new entrance with a security vestibule, new classrooms, new administration, kitchen and dining upgrades, a new sprinkler system, ADA upgrades, and Life Safety upgrades. The package also contains renovations to aging facilities.

Construction is slated to begin in the spring/summer of 2025, and the design development is approximately 40% complete. Aerial renderings of the two campuses are pictured below.

PACKAGE 05 - MIDDLE SCHOOL RENOVATION - GROUP B

Alamo Junior High School will receive new classrooms, a new library, secured vestibules, kitchen and dining upgrades, a new sprinkler system, ADA upgrades, Life Safety upgrades, and renovations to aging facilities. Construction is expected to begin in the summer of 2025, and the design development is approximately 30% complete.

PACKAGE 06 - SAFETY & SECURITY

Twenty-four elementary schools and two secondary campuses are included in this package. Updates include access controls, security cameras, and emergency communications, in addition to secured vestibules at the current Midland High School and Legacy Freshman High School. Construction on this package began in the summer of 2024 and is approximately 50% complete.

PACKAGE 07 - MIDLAND FRESHMAN SITE IMPROVEMENTS

The sitework at the current Midland Freshman campus is nearing the end of construction with 80-90% of the work complete.

PACKAGE 08 - ELEMENTARY SCHOOL RENOVATIONS - GROUP B

Package 08 consists of Bush, Scharbauer, De Zavala, and Santa Rita elementary schools and includes security improvements, accessibility and code upgrades, and renovations to aging facilities.

PACKAGE 09 - MIDDLE SCHOOL RENOVATIONS - GROUP C

Abell and San Jacinto junior highs make up Package 09. Improvements at these campuses include new classrooms, secured vestibules, kitchen/dining upgrades and expansions, new sprinkler systems, ADA upgrades, Life Safety upgrades, and renovations to aging facilities and site improvements.

The next quarterly meeting of the Bond Advisory Committee will take place in February of next year.
