DISTRICT REPORTS

 

BOND 2023 UPDATE

Package 02 – New High Schools Update:

Midland Lee High School construction is approximately 28% complete and ahead of schedule. Crews are placing slabs, with approximately 80% of concrete slabs, 60% of concrete block walls, and 60% of the steel structure in place. For roads and utilities, Avalon & Thomason utility work is underway, Avalon & Thomason roadway design is underway, and Wadley roadway design is also in progress.

Design is 100% complete for both campuses. Midland High School construction is approximately 14.2% complete and remains on schedule, with utilities and sitework continuing. Approximately 40% of concrete slabs and 35% concrete walls are in place. Approximately 35% of steel is in place. Energy Transfer is coordinating the pipeline relocation with Lee Lewis. Lee Lewis confirmed no current delays due to pipeline schedule. 

 

Package 03 – Elementary Renovations (Group A):

Design is 100% complete, with construction approximately 24% complete. Under GMP 1 (Phase 1), fire sprinkler work at Lamar, Long, and Houston and gym sprinkler work at other campuses is scheduled for summer 2026, while remaining sprinkler installations are complete.

Under GMP 2 (Phase 2), security vestibule additions at Franks and Houston Elementary Schools are currently under construction, with DAEP and Police Department renovations at Lamar set to begin in May 2026. Additional exterior maintenance and restroom renovations are planned for summer 2026.

Package 04 – Middle School Renovations (Goddard Middle School & Midland Middle School):

Design is 100% complete, with construction approximately 15.7% complete. Work is underway, including parking lot construction and building slab installation. Initial phases include new classrooms, a new administration area, and new parking areas, with future phases planned for kitchen renovations and existing classroom renovations. The project is anticipated to be completed in December 2027. 

 

Package 05 – Group B Middle School Renovation (Alamo Middle School):Design is 100% complete, and construction is approximately 5% complete. Construction has begun with fencing and dirt work underway, and the project is anticipated to be completed in spring 2028.

 

Package 05-A – Alamo & Abell Multi-Purpose Buildings:

Alamo is in the punch list phase and move-in scheduling, while Abell remains in the final phases of investigation into concrete slab cracks.

 

Package 08 – Elementary School Renovations: 

Design is 100% complete, and construction is approximately 3.5% complete. Phase 2 contract execution is currently underway. Fire sprinkler installation at all campuses is scheduled for summer 2026, with construction set to begin the same summer. The project is anticipated to be completed in fall 2027.

 

Package 09 – Group C Middle School Renovations:

Design is approximately 50% complete. Phase 1 flooring upgrades were completed in summer 2025, with asbestos removal at San Jacinto scheduled to begin in June 2026. Phase 2 is currently in the construction document phase, with documents expected to be complete in summer 2026. Construction is scheduled to begin in fall 2026, with anticipated completion in fall 2028.

 

Package 10 – Group C Elementary School Renovations:

Design is approximately 33% complete, and the project is currently in the design development phase. Construction bids are planned for early 2027, with construction set to begin in summer 2027. The project is anticipated to be completed in fall 2028. 

 

Package 11 – Group D Elementary School Renovations (Carver & YWLA):

The project is in the early design phase. Construction documents are scheduled for completion in fall 2026, with bids planned for early 2027. Construction is expected to begin in summer 2027, with anticipated completion in fall 2028. 

 

At Carver Center, planned improvements include a new fire suppression system with ceilings, replacement of aging HVAC systems, non-ADA restroom upgrades, and site improvements, including drainage, irrigation, and ADA accessibility upgrades. At the Young Women’s Leadership Academy (YWLA), planned work includes a new fire suppression system with ceilings and replacement of aging HVAC systems. 

 

Package 12 – Storie Middle School & Encore Program Renovation:

This project includes conversion of LHS to Storie Middle School and a major campus renovation. Work includes a new fire suppression system with ceilings, relocation of the main entry to the east, and heavy renovations to the C wing, cafeteria, kitchen, locker rooms, and art wing. Additional scope includes moderate auditorium renovations, replacement of non-ADA restrooms, and construction of three new tennis courts. The project also introduces a new home of the Encore Academy program that is planned to be opened in August of 2027. 

 

Package 13 – Existing Campus Projects (MHS & LFHS):

Includes the existing Midland High School and existing Lee Freshman High School. This package is currently on hold, with a recommendation to wait for the completion of the remaining bond packages before proceeding. 

TECHNOLOGY SERVICES DEPARTMENT REPORT

Trustees received an update on the work of the Technology Services Department.

FINANCIAL AND BUDGET PREPARATION FOR 2026-2027 UPDATE #3

The Board was presented with an overview of the progress of the budget preparation process.

ACTION ITEMS

BUDGET AMENDMENT #9

The Board of Trustees voted to approve the Budget Amendment #9, as presented.

APPROVAL OF ADDENDUM ADDITIONS TO THE THIRD FUTURE CONTRACT FOR SOUTH ELEMENTARY

The Board of Trustees voted to approve the addendum additions to the partnership agreement with Third Future Schools for South Elementary.

FIRST TEE LEASE AGREEMENT

Trustees voted to approve amendments to the First Tee lease agreement, as presented.

RENOVATIONS FOR PROPERTY 

Trustees voted to approve renovations for the property located at 500 W. Loop 250 North.

RFP #26-02 LANDSCAPING MAINTENANCE

The Board of Trustees did not approve RFP #26-02 Landscaping Maintenance Services, Parts, Supplies, and Equipment, as presented.

RFP #26-45 BOND 2023 ASBESTOS ABATEMENT PROJECTS

Trustees voted to approve RFP #26-45 for 2023 Bond Program Asbestos Abatement Projects at San Jacinto Junior High and South Elementary School.

APPROVAL OF CHANGE ORDER #2 FOR NEW LEE HIGH SCHOOL

Trustees voted to approve Change Order #2 for the 2023 Bond Package 2 for the new Lee High School, as presented.

REQUEST FOR APPROVAL- GMP-1R FOR NEW LEE HIGH SCHOOL

The Board voted to approve a Guaranteed Maximum Price Amendment–One–Reconciled for the 2023 Bond Package 2 for the new Lee High School, as presented.

APPROVAL OF CHANGE ORDER #2 FOR NEW MIDLAND HIGH SCHOOL

Trustees voted to approve Change Order #2 for the 2023 Bond Package 2 for the new Midland High School, as presented.

APPROVAL OF CHANGE ORDER #1 AND #2 FOR MIDDLE SCHOOL GROUP A

The Board of Trustees voted to approve Change Order #1 and #2 for the 2023 Bond Package 4 for Middle School Group A, as presented.

The Board voted to approve a Guaranteed Maximum Price Amendments–One–Reconciled and Two-Reconciled for the 2023 Bond Package 2 for the new Midland High School, as presented.

REQUEST FOR APPROVAL- CMAR DELIVERY METHOD FOR BOND PACKAGE 12

Trustees voted to approve the Construction Manager at Risk delivery method for Package #12 for Storie Middle School Renovations and Improvements and the Encore Academy addition, as presented.
