TEA Certification Based on Out-of-Country Credentials

▶ Review of Credentials — What to Include
- Completed TEA Application & Fee (via ECOS/TEAL).
- Course-by-Course Evaluation from an AICE or NACES member.
- Start directly with SpanTran Transcript Evaluation & Translation.
- Specify “Texas Education Agency” as recipient.
- Have the evaluator email the signed report directly to OSC75@tea.texas.gov (no paper mail; no applicant-sent copies).
- Your evaluation must verify:
- Equivalent of a U.S. bachelor’s degree (with conferred date).
- Completed educator preparation program with teaching practicum.
- Valid, active foreign teaching certificate (effective/expiration dates, areas, grade levels).
English Language Proficiency (ELP)

- U.S. Degree — Official transcripts sent by institution/servicer to osc75@tea.texas.gov.
- TOEFL iBT (High-Intermediate in each section):
- Reading 18–23 | Listening 17–21 | Speaking 20–24 | Writing 17–23

- Degree from SBEC-Approved English-Speaking Country — no test required (verified via your evaluation).
- Out-of-State Certificate + tests passed — submit certificate and official score reports for TEA review.

MISD considers H-1B sponsorship for hard-to-fill roles (Bilingual/ESL, Special Education, Math, Science). Candidates must hold valid home-country certification, meet degree equivalency, and satisfy TEA certification and ELP requirements.
▶ What is the J-1 cultural exchange pathway?
MISD partners with certified J-1 sponsors for cultural exchange placements (typically 3–5 years). Sponsors manage DS-2019, SEVIS, and orientation. Teachers must maintain program status and sponsor good standing.
▶ How long does TEA’s Review of Credentials take?
Timelines vary by volume and document completeness. Ensure your evaluator and institution send official items directly to OSC75@tea.texas.gov. Monitor your ECOS account for updates.
▶ Do I need to take the TOEFL iBT?
You must meet TEA’s ELP via one of the routes above. If testing, achieve High-Intermediate scores in each TOEFL iBT section (Reading 18–23 | Listening 17–21 | Speaking 20–24 | Writing 17–23). Send scores with entity code 8225. Learn more at ETS – TOEFL iBT.
▶ Which credential evaluation services are accepted?
TEA accepts course-by-course evaluations from AICE or NACES members. A convenient NACES option is the SpanTran Transcript Evaluation & Translation. On your request, list “Texas Education Agency” and have the evaluator email the signed report to OSC75@tea.texas.gov.
▶ How do I set up ECOS to apply with TEA?
- Create your TEAL account and access ECOS.
- Submit the Review of Credentials application and pay the fee.
- Have your evaluator and institution send documents directly to TEA.
- Upload permitted files (e.g., TOEFL PDF) under My Documents.
▶ Can MISD hire me while my TEA review is pending?
Sometimes yes, if permitted by state rules and visa status. MISD HR will evaluate eligibility for temporary or alternative pathways on a case-by-case basis.
